<p><span style="font-size: small;"><span style="font-family: Arial;">Now, imagine if  								just days after you were sent home after a  								hospital stay you ended up right back there.  								Unfortunately, this situation happens more often  								than it should.</span></span></p>
<p><span style="font-size: small;"><span style="font-family: Arial;">Thanks to an  								easy-to-use Web site called 								<a href="http://www.hospitalcompare.hhs.gov/Hospital/Home2.asp" target="?_blank?"> Hospital Compare</a>, you can now find out how  								often patients treated at your hospital end up  								returning within 30 days of going home. </span></span></p>
<p><span style="font-size: small;"><span style="font-family: Arial;">Why is this  								important? </span></span></p>
<p><span style="font-size: small;"><span style="font-family: Arial;">These  								&#8220;readmission rates&#8221; are good clues for the  								hospital’s overall care quality. Low readmission  								rates typically mean that good patient care was  								given during the first hospital stay, and that  								important information for post-hospital care was  								communicated effectively. Low rates also may  								mean that patients got the right care at the  								right time from doctors, nurses, and other  								providers based on the latest knowledge in  								treating the condition. Checking these rates on  								Hospital Compare, a tool from Medicare, is a bit  								like kicking the tires of your local hospital. </span></span></p>
<p><span style="font-size: small;"><span style="font-family: Arial;">That’s important,  								because readmissions are too common and costly.  								A recent study found that one in five Medicare  								patients goes back into the hospital within a  								month of his or her first stay. Only 10 percent  								of those return visits were planned. </span></span></p>
<p><span style="font-size: small;"><span style="font-family: Arial;">Readmissions  								carry high price tags, too. For instance, in  								2004 Medicare paid $17 billion for unplanned  								return hospital stays. Your health and wallet  								also pay a price when you repeat a trip to the  								hospital. </span></span></p>
<p><span style="font-size: small;"><span style="font-family: Arial;">Many readmissions  								can be prevented, according to research from my  								Agency, the Agency for Healthcare Research and  								Quality (AHRQ). We found that hospitals can cut  								their readmission rates if they do a good job of  								explaining medical information and the next  								steps to expect before patients go home. My  								agency supported development of a 								<a href="http://www.bu.edu/fammed/projectred/components.html" target="?_blank?"> checklist for hospitals</a> <a href="http://www.ahrq.gov/exitdisclaimer.htm" target="?_blank?"> <img src="http://www.healthcare411.org/images/exitdisclaimer.gif" border="0" alt="Exit Disclaimer" align="absMiddle" /></a> that helps deliver that essential information to  								patients. </span></span></p>
<p><span style="font-size: small;"><span style="font-family: Arial;">There are also  								steps you can take to prevent an unnecessary  								return to the hospital.</span></span></p>

Often hospital admissions lead to  									changes in medications you were taking  									before the admission. Making sure you  									understand the changes is really important. </span></span></p>

Don’t assume your hospital will give you this  								information before you leave. My Agency found  								that one in five patients leaving a hospital  								never got written information about which health  								problems to watch for. </span></span></p>

It also helps you to understand whether you are  								getting good value for your money. That’s  								information worth having.</span></span></p>

			<content:encoded><![CDATA[<p>The Consolidated Omnibus Budget Reconciliation Act (COBRA), a law created in 1986, gives workers (and members of their family) who lose their health insurance benefits the right continue their group health insurance for a limited period of time under circumstances such as voluntary or involuntary job loss, reduction in hours, transition between jobs,<br />
divorce, adoption and death.</p>
<p>Generally, the employee pays up to 102% of the premium cost for the same policy; this is still usually less expensive than buying an individual insurance policy. <br />
There are three basic aspects for qualifying for COBRA: the qualifying event, the insurance plan coverage and the qualified person.</p>
<p>Each aspect is taken into consideration when applying for COBRA and you must elect to either apply for COBRA or waive your rights to COBRA within 14 days after a qualifying event.</p>
<p>You must also have been in the group insurance plan during your employment to be eligible. Although there are exceptions, generally you may continue to pay your own premiums to keep COBRA coverage intact for up to 18 months.</p>
<p>Companies who have fewer than 20 employees, State or Federal employers or employee organizations may not offer COBRA coverage.</p>
<p>Check with your health insurance administrator to see if you may qualify. You may also have this information readily available in your group health insurance policy or in your company handbook.</p>
<p>Although it may be expensive, the cost of being able to keep your group insurance coverage rate may be well worth it.</p>

The major categories of government health insurance are medicare, medicaid, the State Children&#8217;s Health Insurance Program (SCHIP), military health care, state plans, and the Indian Health Service.</p>
<ul>
<li>Medicare<br />
 Medicare is the Federal program which helps pay health care costs for people 65 and older and for certain people under 65 with long-term disabilities.</li>
<li>Medicaid<br />
 Medicaid is a program administered at the state level, which provides medical assistance to the needy. Families with dependent children, the aged, blind, and disabled who are in financial need are eligible for Medicaid. It may be known by different names in different states.</li>
<li>SCHIP<br />
SCHIP, the State Children&#8217;s Health Insurance Program, is a program administered at the state level, providing health care to low-income children whose parents do not qualify for Medicaid. SCHIP may be known by different names in different states.</li>
<li>Military health care<br />
 Military health care includes TRICARE and CHAMPVA (Civilian Health and Medical Program of the Department of Veterans Affairs), as well as care provided by the Department of Veterans Affairs (VA).</li>
<li>TRICARE<br />
 TRICARE is a military health care program for active duty and retired members of the uniformed services, their families, and survivors.</li>
<li>CHAMPVA<br />
 CHAMPVA is a medical program through which the Department of Veterans Affairs helps pay the cost of medical services for eligible veterans, veteran&#8217;s dependents, and survivors of veterans.</li>
<li>VA<br />
 The Department of Veterans Affairs provides medical assistance to eligible veterans of the Armed Forces.</li>
<li>State-specific plan<br />
 Some states have their own health insurance programs for low-income uninsured individuals. These health plans may be known by different names in different states.</li>
<li>Indian Health Service*<br />
 Indian Health Service (IHS) is a health care program through which the Department of Health and Human Services provides medical assistance to eligible American Indians at IHS facilities. In addition, the IHS helps pay the cost of selected health care services provided at non-IHS facilities.</li>
</ul>
<p>*After consulting with health insurance experts, the Census Bureau modified the definition of the population without health insurance in the Supplement to the March 1998 Current Population Survey, which collected data about coverage in 1997. Previously, people with no coverage other than access to the Indian Health Service were counted as part of the insured population. Subsequently, the Census Bureau has counted these people as uninsured. The effect of this change on the overall estimates of health insurance coverage was negligible.﻿</p>

<p>Students who plan to study abroad can usually purchase travel insurance from an insurance company that specializes in travel insurance. Overseas student health insurance can be purchased to last anywhere from one week to one year, depending on the insurance company from which it is purchased. You can also purchase long-term overseas student health insurance if you plan to study in another country for more than one year.</p>
<p>When you are looking for affordable overseas student health insurance, be prepared to provide specific information about the trip, yourself, and anyone else to be insured. Questions will vary among the different insurance companies, but all of the insurance companies will way to know:</p>
<p>• The country, or countries, in which you plan to study.</p>
<p>• The date you plan to depart and the date you plan to return.</p>
<p>• Your age, and the age of any other family member to be covered, such as the age of your spouse and the age(s) of your child(ren).</p>
<p>Just as when you purchase any other insurance policy, you need to take certain steps when shopping for an overseas student health insurance policy. Always check the ratings of the insurance companies you are considering. Try to get ratings for both the financial security of the insurance company, as well as the operating stability. You can find this information from your state’s department of insurance, or from independent research companies. Ask your state’s department of insurance about any other information they can provide about the company.</p>
